Suspension of EAEU Certificates Issued in Kyrgyzstan: Regulator’s Position
The Federal Service for Accreditation (Rosaccreditation) is suspending conformity certificates and declarations issued by several certification bodies in the Kyrgyz Republic.
The reason is the lack of confirmed customs declarations (import documentation for samples) used for product testing.
It is important to note that these certificates remain legally valid in Kyrgyzstan’s national register, but are not recognized in the Russian Federation.
Legal Basis
These measures are implemented under Government Decree of the Russian Federation No. 87 dated 06.02.2026.
The decree grants Rosaccreditation the authority to suspend EAEU certificates and declarations in cases where the Federal Customs Service reports a lack of confirmation of imported product samples for testing.
Market Position
Some Kyrgyz certification bodies are challenging these decisions in court
However, as of today:
- court decisions have not been issued
- timelines for review are not defined
- suspensions remain in force

EAEU Regulatory Context
Regulators are tightening control over conformity assessment procedures, with a key focus on documented confirmation of importation of product samples for testing in Russia.
The absence of such confirmation may result in suspension of certification documents.
Risks for Importers
- shipment delays and potential cargo blockage
- refusal of customs clearance
- increased processing times
- storage and recertification costs
- disruption of supply chains
Recommendations
1. Verify certificate status before shipment
2. Confirm availability of customs declarations for samples
3. Inform clients in advance about document verification requirements
4. Consider possible logistics delays
