Product and Document Review

Before dispatch, CARGO-EXPRESS reviews the product information and determines:

• the applicable EAEU HS code;
• the import requirements;
• whether certification or a declaration of conformity is required;
• whether mandatory product labelling applies;
• which documents are required for customs clearance;
• the estimated customs duties and taxes.

The client provides a product description, information on its composition and intended use, value, country of origin, Incoterms and any available conformity documents.
This preliminary review helps identify missing information and documentation before transportation begins.

Route Planning and Transportation

CARGO-EXPRESS selects the most suitable transport solution based on the nature of the goods, shipment volume, country of origin, budget and required delivery date.
Available options include:

• air freight;
• road freight;
• rail freight;
• sea freight—FCL and LCL;
• multimodal transport.

Goods from several suppliers can be collected at a consolidation warehouse and shipped as a single consignment. CARGO-EXPRESS coordinates collection from suppliers, checks the number of packages, arranges warehouse handling and organises onward transportation.

Customs Clearance

CARGO-EXPRESS is a licensed customs broker in Russia and provides customs clearance support for imported goods.
Our specialists:

• review commercial and transport documents;
• assist with EAEU HS classification;
• determine which permits and conformity documents are required;
• estimate customs duties and taxes;
• prepare the customs declaration;
• liaise with the customs authorities within the scope of the company’s authority.

The client provides accurate information about the goods, their value, origin and the terms of the foreign trade transaction.

Labelling of Imported Goods

Mandatory labelling under Russia’s Chestny ZNAK national track-and-trace system applies to specified product categories. Requirements and implementation dates are established separately for each product group.
For labelled goods imported from countries outside the EAEU, identification codes must be applied before the goods are placed under the customs procedure for release for domestic consumption. Labelling can be arranged:

• at the manufacturer’s premises;
• at an overseas consolidation warehouse;
• at a customs warehouse in Russia.

CARGO-EXPRESS helps select a suitable labelling location, arranges the transfer of codes to the service provider and supervises their application to the goods.
Once the codes have been applied, the relevant application data must be submitted to the Chestny ZNAK system. Labelling information must also be included in the customs declaration in accordance with the rules applicable to the relevant product category. Following customs release, information confirming that the goods have been placed into circulation must be submitted to the system.
The importer remains the registered participant in the supply chain and is responsible for the accuracy of the required information. Codes may be ordered and mandatory data submitted either by the importer or by an authorised service provider acting within the scope of its authority. CARGO-EXPRESS supports this process and coordinates the parties involved.

How the Supply Chain Works

When products are labelled outside Russia:
Supplier → Manufacturer or consolidation warehouse → Labelling → International transportation → Customs clearance → Goods placed into circulation → Delivery to the agreed warehouse.
When products are labelled at a customs warehouse in Russia:
Supplier → International transportation → Customs warehouse → Labelling → Release for domestic consumption → Goods placed into circulation → Delivery to the agreed warehouse.
The labelling stage does not apply to products outside the scope of mandatory labelling requirements. A separate procedure applies to shipments from EAEU member states.

Delivery in Russia

Following customs release, CARGO-EXPRESS arranges delivery of the consignment to:

• the client’s warehouse;
• a distribution centre;
• a marketplace fulfilment centre, provided that the shipment meets the platform’s acceptance requirements.

The client works with a single coordinator throughout the key stages of the international shipment—from collection at the overseas supplier’s premises to delivery to the agreed warehouse in Russia.
