From 10 August 2026, the conformity assessment procedure will change for certain categories of imported goods.
If you are planning imports after this date, it is worth checking whether the new requirements apply to your products. Doing so in advance will help avoid additional requests from customs authorities and possible clearance delays.
The changes apply only to products included in the List of Goods with EAEU HS Codes approved by Order No. 4114 of the Russian Ministry of Industry and Trade. When determining whether a product falls within the scope of the List, it is necessary to consider both the EAEU HS Code and the product description specified in the List.
What Will Change for Importers?
Currently, a simplified conformity assessment procedure allows importers to use certificates or declarations of conformity issued to another applicant.
From 10 August 2026, this procedure will change for products covered by the List.
If a certificate or declaration has been issued to another company, the importer must confirm the right to use it. Such confirmation may include a power of attorney, an agreement, or another document proving the relevant authorization. Copies of these documents must be properly certified and marked 'True Copy'.
The temporary simplified conformity assessment measures remain in force until 1 September 2027.
Which Products Are Affected?
The changes apply only to products included in Ministry of Industry and Trade List No. 4114.
To determine whether the new requirements apply, two criteria must be considered together:
- the EAEU HS Code;
- the product description.
A matching HS Code alone is not always sufficient to determine whether the new rules apply.
How Can You Check Whether Your Goods Are Affected?
First, compare both the EAEU HS Code and the product description with the information provided in the Ministry's List.
If both criteria match, the new conformity assessment requirements must be taken into account when preparing the shipment.
If you have any doubts, it is advisable to verify the product classification and supporting documentation before shipment.
What Should You Check Before 10 August?
- Verify the EAEU HS Code.
- Compare both the HS Code and the product description with Ministry List No. 4114.
- Check to whom the certificates or declarations of conformity have been issued.
- Prepare documents confirming your right to use them, if required.
- Ensure that all document copies are properly certified.
Why Is It Better to Prepare in Advance?
Errors in conformity documentation are often discovered during customs clearance. In such cases, customs authorities may request additional documents, delaying the release of the goods.
If missing documents have to be prepared after the cargo arrives, additional costs may arise, including temporary storage charges.
Reviewing the documentation before shipment helps avoid these situations and makes the import process more predictable.
